To serve as a consolidated voice representing local micro, small, and medium sized businesses, advocate positive change, and build a rich pro-business climate in Saint Paul and surrounding areas.

The Capital City Business Council, was recruited to help Saint Paul businesses in need. This time, it was the hospitality industry facing a successive double-digit license and fee increase. Hotels, bars, and restaurants had not yet begun to recover from the loss of business precipitated by the Smoking Ban, and aggravated by a double-digit license and fee hike from the previous year.

CCBC, Hospitality Minnesota, The Tavern League of Minnesota, The Minnesota Restaurant Association, and independent business owners launched an effort to inform the Saint Paul City Council of the additional hardship not sustainable by another unreasonable rate increase. More than 50 supporters crowded City Council chambers and expressed their opposition to the increases. After several delays and much deliberation by Council Members, the double-digit increase dwindled to 3.5%, with constant pressure, input, and correspondence from CCBC and the hospitality industry.
