St. Paul Light Rail Project

Emotions were high yesterday as members of the Capital City Business Council and its coalition partners meet with state Congressmen to express the need to Defer, Defund, or Defeat the Central Corridor Light Rail Transit (CCLRT). In a final attempt to defund the CCLRT during the Minnesota State budgeting process, more than 20 individuals were in attendance, ranging from property and business owners on University Ave. to concerned citizens and community advocates; attendees were offered the chance to speak with their elected officials directly and voice their concern over the CCLRT project. In attendance were Senators David Senjem (R-29), Joe Gimse (R-13), and Dave Thompson (R-36), as well as Representative Larry Howes (4B) and Mike Beard (R-35A); all of whom listened and offered advice and answers to the concerns voiced by the CCBC and its coalition partners.

Information about and affecting Saint Paul business along University Avenue.

Since the filing of the original complaint we continue to have regular contact from the community expressing deep and sincere opposition to the CCLR project as proposed. It becomes more and more undeniable that this particular proposed transportation development will create far too many problems, at best be marginally effective, and at a cost that is grotesquely out of proportion to the alleged need. In the time since the filing we have received hundreds of additional complaints some of which are enclosed. The objections are from a wide range of citizens. They believe as this project is more closely scrutinized that the plan has more problems than solutions. Our full addendum is below.

The Capital City Business Council in response to member inquiry commissioned a survey of the businesses on University Avenue. The survey will record concerns and support of the Light Rail System proposed, connecting Minneapolis and Saint Paul. The survey was conducted during June. Following this survey over 40 business owners met and signed a summery complaint to be filed on behalf of the University Avenue community. During a 45-minute meeting held at the Lao Family Community Center comments were received and concerned express by the University Avenue community. The Capital City Business Council Board voted July 29th to file a complaint with Federal Transit Administration on behalf of its members and businesses on proposed LRT central corridor system.

In February, the Capital City Business Council together with its members have crafted, presented, and guided to authorship a bill; HF843. This bill would require the Metropolitan Council to to comply with the Federal Judge Frank's Order Civil No. 10-147 (DWF/AJB); requiring the Metropolitan Council to suspend the current and planned construction until the supplement to their plan for the Central Corridor Light Rail has been completed and accepted by the Court. The Bill will be authored in the Senate the week of 3/7 – 3/11.
